We Submit to the FCDO

We check whether your documents need notarisation or solicitor certification before submission. Where required, our notarial services team prepares a certified copy or notarises the document. We then submit to the Foreign, Commonwealth and Development Office (FCDO) on your behalf, managing the entire process so you don’t have to.

Once the FCDO has attached the apostille stamp, we return your legalised documents by secure post or you can collect from our Wigmore Street office. What Is the Hague Apostille Convention?

The Hague Apostille Convention (formally the Hague Convention Abolishing the Requirement of Legalisation for Foreign Public Documents, 1961) is an international treaty that simplifies the authentication of documents for use abroad. A document that bears an apostille — an official certificate issued by a competent authority in the issuing country — is automatically recognised by all 124 signatory countries without further verification by a Consular Officer.

In the United Kingdom, the competent authority for issuing apostilles is the Foreign, Commonwealth and Development Office (FCDO), formerly the Foreign and Commonwealth Office. The FCDO issues the apostille stamp — now increasingly issued as a paper-based apostille or, for certain documents, an e-Apostille service — to authenticate the signature of a public official on the original document.

For documents going to countries that are not signatories to the Hague Apostille Convention, a different process applies: Consular Legalisation Services, involving both the FCDO and the relevant consulate. Our team will confirm the correct process for your destination country.

What If My Document Needs Embassy Legalisation Instead?

Not every country is a member of the Hague Apostille Convention. If your document is destined for a non-Hague country — such as China, the UAE, Saudi Arabia, Qatar or many other Gulf and Middle Eastern states — an apostille alone will not be accepted. Instead, your document will need to go through the full embassy legalisation process.

Embassy legalisation (also known as consular legalisation) is a multi-step process. First, the document may need to be notarised by a UK notary. It is then authenticated by the FCDO. Finally, it must be legalised by the embassy or consulate of the destination country. A Consular Officer at the embassy will stamp and certify the document for use in that foreign jurisdiction.

The time scales for embassy legalisation vary by country — some embassies process in a few working days, others take several weeks. The UAE is one of the most common destinations requiring full embassy legalisation and MOFA attestation, particularly for employment contracts, educational certificates and personal documents. What is an apostille and when do I need one? +
An apostille is an official certificate issued by the FCDO that authenticates the signature, seal or stamp on a UK public document for use abroad. You need an apostille when a foreign government, court, employer or institution requires proof that a UK document is genuine. The Hague Apostille Convention covers 124 countries and the apostille removes the need for further consular verification in those foreign countries.
How long does it take to get an apostille in London? +
Turnaround time depends on the service tier: Standard service is approximately 10 working days; Priority service is 5 working days; and our Express Next Day Apostille Service delivers apostilled documents by the next working day. Do I need a notary before getting an apostille? +
It depends on the document type. Original UK-issued documents — such as birth, marriage and death certificates issued directly by the General Register Office — can often go direct to the FCDO. However, photocopies, translations, personal documents not issued by a public official, and most company documents require notarisation or solicitor certification first. We’ll advise you which applies before you submit anything.
What is the difference between an apostille and Consular Legalisation? +
An apostille is used for Hague Apostille Convention countries (124 nations). For countries outside the Convention — such as China, UAE and many Gulf States — Consular Legalisation Services are required. This is a two-stage process: the FCDO authenticates the document first, then the consulate of the destination country certifies it. We handle both processes from our Central London office.
Can I apostille documents from Northern Ireland, Scotland or Wales? +
Yes. The FCDO acts as the competent authority for the entire United Kingdom, including Northern Ireland, Scotland and Wales. Documents issued anywhere in the UK can be submitted to the FCDO for an apostille. The process and time scales are the same regardless of where in the United Kingdom the document was issued.
What is the e-Apostille service and is it available for my document? +
The e-Apostille service is an electronic apostille introduced by the FCDO for certain categories of UK documents. Rather than a paper-based apostille attached physically to the document, an e-Apostille is issued digitally and can be verified online by foreign authorities. Not all document types qualify — ask us whether your specific document is eligible for the electronic option when you enquire.
Can I get legal advice about which documents to apostille? +
We provide guidance on the apostille process and the types of documents accepted by the FCDO, but formal legal advice on foreign law requirements is outside the scope of notarial services.
