The ID3 Form for HM Land Registry — and the Faster Alternative
Form ID3 is HM Land Registry’s identity form for verification by someone who is not a conveyancer. Since February 2024 it is in person only, with strict conditions. In most cases a notary public can verify you directly — and, if you cannot attend in person, by secure video call. This page explains the ID3 form and helps you get the right one done.
What is the ID3 form?
Form ID3 is a current HM Land Registry form (“Verify identity: citizen — where a conveyancer is not acting”). It is used to provide evidence of identity for a private individual who is a party to a Land Registry application — such as a transfer, a mortgage or a first registration — where no conveyancer is acting and the identity check is instead carried out by another individual who knows them. HM Land Registry sets out the acceptable evidence of identity for England and Wales in its Practice Guide 67, current as at 2026, and the completed form serves as the certificate of identity the registry requires under the Land Registration Rules 2003.
Because it relies on a personal acquaintance rather than a regulated professional, HM Land Registry places tight conditions on the ID3 route. Since 5 February 2024, the ability to verify identity by online video call under the non-conveyancer route was withdrawn, so an ID3 verification must now be carried out in person. In broad terms, the person verifying you must have known you for at least a year, and both of you must hold a current UK, Channel Islands or Isle of Man passport. The related form ID4 (the non-conveyancer route for corporate bodies) was withdrawn entirely in February 2024.

Why most people are better off not using ID3
The ID3 route only works if you can find a suitable person to verify you — someone who has known you for at least a year, holds a UK, Channel Islands or Isle of Man passport, and can meet you in person. For many people that is difficult, and the form must then be completed exactly to HM Land Registry’s requirements or the application is delayed.
The straightforward alternative is to have a conveyancer verify your identity. Which HM Land Registry ID form do you need?
HM Land Registry requires evidence of identity in many property-related transactions — buying, selling, transferring or mortgaging property, or a first registration — particularly where a party is not represented by a conveyancer. The right form depends on whether you are a private individual or a corporate body, whether a conveyancer is acting, and whether the check is done in person or by online video call. How does identity verification for HM Land Registry work?

What evidence of identity do you need?
Whichever current form applies, HM Land Registry requires specific evidence of identity. Your personal details — name, address and date of birth — must be consistent across every document. You will present the originals in person, or on camera during a video call.

If your name has changed you may also need a deed poll. The current forms are downloadable from GOV.UK, though we will guide you through the professional’s section on the day. Please do not send us any credit card details, National Insurance number or other financial information — only the identity documents listed above are required. Knowingly giving false information on a Land Registry identity form is a criminal offence under the Fraud Act 2006, so the details you provide must match your passport, driving licence and title deeds exactly.
Who can verify a Land Registry ID form?
For the ID1 and ID2 forms, verification is carried out by a conveyancer. HM Land Registry’s definition of “conveyancer” includes a duly certificated notary public, alongside solicitors regulated by the Solicitors Regulation Authority, licensed conveyancers and certain Chartered Legal Executives.
